I believe that the very first mistake was made ten years ago, during the fighting (and after it) in 2014, when tunnels were discovered and it became clear that they were used to kidnap and hold kidnapped Israeli hostages. The conflict ended after numerous demands from the international communities, concessions to Hamas and further promises that “this time everything will be different.”
It was necessary even then to create political and military plans in case of such a scenario. It was necessary to determine the powers of politicians and the military in this situation, up to the adoption of legislative acts regulating actions. Establish the rules of negotiations and identify situations in which negotiations are possible and in which they are impossible. Specially prepare people, groups of specialists for negotiations both regarding the release of hostages and for working with the families of hostages.
This has not been done, or has been done so poorly that all negotiations for liberation are conducted solely by satisfying the demands of terrorists and slowing down a military solution to the conflict.
Things may(!) yet turn out well. Cutting off Hamas' access to the outside world from Rafah, God-willing, will be a great achievement.
